TO THE VESTRY of the PARISH OF ST. MARY ABBOTTS, KENSINGTON. Sanitary Department, Vestry Hall, Kensington. Gentlemen, I beg to lay before you a short abstract of tbe Mortality which has taken place in the Parish during the year 1860, arranged according to the ages and causes of death, and an account of the proceedings taken for the removal and abatement of Nuisances, and for the general improvement of the sanitary condition of the parish. The Mortality Tables are made up from the first week in January, 1860, to the first week in January, 1861; but the proceedings for the abatement of nuisances extend from March', 1860, to March, 1861. I am glad to be able, through the kindness of Mr. Cornell, the Superintendent Register, to give you the results of the Census taken in April last : theso Returns are not yet issued from the Registrar-General's Office ; but I am certain they may be relied on for their accuracy. 31 Inhabited Houses. Brompton 226 257 483 Kensington 458 543 1,001 Total 684 800 1,480 Of this number, 80 males and 79 females (total 159), died in the Hospital for Consumption, only 7 of whom were inhabitants of the parish ; and 3 males and 13 females (total 16) died, in the Cancer Hospital, only 1 being a parishioner : 1,317 parishioners therefore died in the parish during the twelve months, being 97 more deaths than occurred during the year 1859, and 219 more than in 1858. This gives a rate of mortality of 18.78 per 1,000 per annum; the average of London generally being for the year 21.93. About 127 persons died in excess of what is termed a healthy ratio, viz., 17 per 1,000. 32 The mortality from zymotic diseases is shown by the following Table, and the deaths are compared with those of former years :— Small-pox. The number of deaths recorded from small-pox is very large when compared with former years, viz. (18) ; but you will remember that, at an early period of the year, London underwent, a severe visitation from this disease ; and had not very active measures been taken by you in causing all schools and homes of the poor where there were children to be thoroughly examined, to ascertain whether vaccination had been performed or not, the mortality, I doubt not, would have been very much greater. Scarlatina was also exceedingly fatal, especially in the northern division of the parish, whereas the mortality from diarrhoea and measles was comparatively small. 33 - From diseases of the lungs there died— Phthisis. Bronchitis. Pneumonia. Diseased Lungs, &c. This is an increase of 81 over the year 1859 (136), and of 97 over 1856. The percentage this bears to the total numbers of deaths ia 348. The number of infants who died under 5 years of age, amounts to 585, or 394 per cent.; of the total deaths in 1859, the percentage was 36 8, and in 1858, over 42. The number of deaths in the Workhouse was 33 males, 32 females. Total, 65. The births registered, amount to 2,016. Males. Females. Total. It, is worthy of notice, that all the ipcrease to the population by births, has again taken place in the Kensington district ; this, I believe, is mainly owing to the fact that the registration of death is compulsory, of birth voluntary. c 34 The waters supplied by the three Companies, viz., Grand Junction, West Middlesex, and Chelsea, have been of good quality, and vastly superior for drinking purposes to any to be obtained from the wells in the parish, excepting Artesian. The well waters are all foul, and nearly all of them have in solution organic matter derived from sewers or cesspools. I append a comparison of the average results obtained in the analysis of the waters supplied by the three companies, prior to their source of supply being removed from tidal influence, and during the last year. LOVETT, Inspector. The food supplied to the inhabitants has been, on the whole, of a good and wholesome character, though several Purveyors have been cautioned. I am happy to say no seizures of bad food has taken place. 36 Forty-nine Slaughter Houses were licensed by the Magistrates; these are under the constant supervision of Mr. Lovett, the Inspector ; cow-sheds have also been frequently visited; and the localities inhabited by the. poor periodically inspected.
